Rooms and shared housing in Dubai: costs, areas and the new 2026 rules

Dubai needs an especially careful FlatShare guide because Law No. 4 of 2026 is now in force. A room that looks cheap may still be an informal partition or unauthorized sublet rather than lawful shared housing, and permit or occupancy procedures are still being implemented.

Best starting areas for

Students

Choose around the actual university or Academic City transport; do not pay Marina prices for a campus far inland.

Remote workers

Marina and JLT are easy but expensive. Discovery Gardens, Barsha Heights or older central districts can provide better value.

Newcomers

A legally documented shared-housing arrangement near Metro is preferable to an informal cheap partition.

Budget-focused renters

Deira, Al Qusais, Al Nahda, International City and Discovery Gardens show lower current room prices.

Private-room evidence, not bedspace prices

Current Dubizzle examples include AED2,000 furnished in Al Nahda, AED2,300 in Karama or Discovery Gardens-type inventory, AED2,700–3,300 in DSO or International City, AED3,800–4,800 in Mankhool or Barsha Heights, AED4,990 around SZR, AED5,000–5,800 in Marina or JBR and AED7,800 for a premium Marina master room.

Do not mix bedspace or partition-room prices into the private-room planning range.

RTA Silver zones and passes

Current nol Silver regular fares are AED3 for one zone, AED5 for two adjacent zones and AED7.50 for more than two zones. Thirty-day Silver passes are AED140, AED230 and AED350 for one, two and all zones.

Metro-corridor selection is especially useful for workers in JLT, Marina, Business Bay and old Dubai.

Ordinary tenancy and shared-housing law now in force

For conventional covered tenancy, a written contract should be registered with RERA/Ejari. Ordinary tenancy law permits refundable security but does not set a simple universal percentage cap; do not state that Dubai deposit is legally 5%. Subletting generally requires written landlord consent unless otherwise agreed.

Dubai Law No. 4 of 2026 is now in force. It creates a permit-based framework for shared housing and restricts who may lawfully rent rooms or shared spaces. Existing shared-housing owners and operators have a statutory transition period to regularise, while some detailed permit procedures and occupancy standards are still being implemented. Before paying for a room, verify the current permit/operator status with the relevant Dubai authority.

DEWA, cooling and occupancy

Verify DEWA electricity and water, district cooling, AC, Internet, cleaning, parking, building access, occupant count and bathroom sharing. “All bills included” never excuses an unlawful occupancy arrangement.

Dubai rental and shared-housing risks

A cheap room can be legally unusable if its partition, occupancy or sublet authority is unclear.

  • Shared-housing permit or operator status cannot be verified.
  • Improvised partition offered as a normal room.
  • Owner or authorized establishment cannot be confirmed.
  • Broker is not verified through DLD or RERA.
  • Subletting is not authorized in writing.
  • Payment goes to an unrelated person.
  • Occupancy and fire or electrical conditions are unclear.

Before you pay for a room in Dubai

  • I verified that Law No. 4 of 2026 is in force and checked current transition requirements.
  • I know whether the unit has the required shared-housing permit.
  • I am contracting with the owner or authorized operator where required.
  • I verified any broker through DLD or RERA.
  • I understand deposit, rent, DEWA and cooling.
  • I checked the real RTA zone and commute.
  • I have a written contract.
  • I am not renting an unauthorized partition or sublet.
