No universal numeric security-deposit ceiling was verified for every Kigali room arrangement. Rwanda Revenue Authority rental-income guidance requires a written agreement signed by the owner and tenant, with a copy provided to the tax administration within 15 days of signing.

Keep written owner/landlord consent explicit before subletting, and document actual deposit, refund and deduction terms without inventing a universal cap.

Utilities, furnishing and minimum stay
