Resident-free versus paid transport
Registered Tallinn residents can use city public transport free with a personalized Smartcard under the current system. Visitors and nonresidents currently pay approximately €2 for a one-hour ticket or €30 for a 30-day ticket.
Ask whether the address can be registered and check the transport route before relying on resident eligibility.
Deposit, installments and separate handling
Estonia’s Law of Obligations Act provides that qualifying residential security may not exceed three months’ rent. The tenant may pay it in three equal installments, the landlord must keep monetary security separately in a credit institution and interest belongs to the tenant.
Confirm deposit amount, account handling, refund conditions and whether the arrangement is a qualifying residential lease.
Furnished rooms and winter utilities
Furnished rooms are common. Ask for heating, communal charges, winter high and low estimates, electricity, internet, furniture, deposit account and fixed-term details.
A €300 room plus heavy winter charges can cost more than a €360 room with clear all-in terms.
Tallinn rental and payment risks
